Have you got a source for more technical details about this? I've got to say it sounds a bit cargo-cultish to me; NT-based operating systems don't come with ASPI because they support DeviceIoControl on SCSI (and ATA) devices. I didn't think the capabilities provided by ASPI and DeviceIoControl were at all different.
