I've heard that they can be. I've got a cheap one from Maplin, and it seems to work fine with my PC and PS3 connected to my Samsung LCD TV (an LE32R41BD). But, then again, I've only been using it since this morning (first time I've wanted to use the PS3 in months -- "Need for Speed: Hot Pursuit" was among the presents that Santa brought), so that's not exactly conclusive evidence.
