Here's a pre-compiled binary (attached) that will work from any 32-bit x86 Linux environment.

So just boot from the LiveCD,
use the web browser to surf to this empegbbs thread,
and download the attachment from there.

Open up a terminal window,
and do gunzip hdparm.gz
from there to extract the executable.
