I am considering buying a tuner module and an adaptor not to loose the steering wheel funcionality of the Clio, but because of the weakness of my country´s currency I believe that , at least for the time being I need to look at other options.

The one and only option that comes to my head, is to connect the empeg to the Aux-In of the actual radio (head). Now here is where I need some guideness from you guys, the head is a Blaupunkt CD31, and the Aux-In has the following layout:

C3 (see attachment)

13 nc
14 nc
15 permanent +12V
16 + 12V
17 Bus - Masse / GND
18 AF - Masse / GND
19 Line In L
20 Line in R

Can somebody help me understand the difference between 15&16 and 17&18? I need to find the correct adaptor or get someone to do it, but first I need to understand how the installation must be done.

Not sure, so here's some speculation:

15 & 16 is permanenet vs switched +12V. Permanent is just that; always on (like the HU memory wire) while the switched is 12V only while the car is on. Now, if these pins are inputs or outputs is unclear, but my guess is outputs. I'd take a multimeter to them with the HU still connected to the main wire bundle of the car and measure them to make sure.

17 & 18 are probably digital vs analog ground (bus <-> digital, AF <-> Audio Frequency). Could of course be that Renault/Blaupunkt uses entirely different terminology than I would expect....

Might be worth talking to them, and see if any of those fits your HU.

I *suspect* (not sure) that you will need an adaptor which connects to this plug and fakes out the bus before the head unit will actually select the CD changer input. I'm sure I've seen these about somewhere for blaupunkt head units.

Looking around the sites I linked a bit more, this one looks like a likely candidate:

Looking at the pic, it very much looks like it's plug compatible with C3 (3+2+3 pins in 3 rows). The 3.5mm plug looks like it connects to pins 18 (for ground), 19 and 20 (for L & R signals). You'd need to either snip the plug and attach RCAs instead, or get an additional 3.5mm female plug <-> RCAs adapter.
