Oviously, I haven't found a program I like to replace Adobe's yet. So for now I really need some help from anyone familiar with the program.

I need to know how to add a matte around a video in the width of my choosing. But I'd also describe it as shrinking the video down but keeping the background behind it. I'm really not sure how to explain what I'm talking about (I'm never good at that), so here's exactly what I want to do:
