Some way to manually configure and enter a local IP
address so that it could be static.

And exactly where do you want this IP address saved?

As far as the software goes, the Rio Receiver has absolutely no local storage -- not even flash[1].

[1] It does actually have flash, but the original spec called for ROM, so we didn't bother putting a flash programmer in the software.

Bugger, I didn't know this. Does this mean that it is impossible to add software to burn the flash ?

Not necessarily -- you'd need the spec sheet for the flash, or to take the flash out and use a normal PC-attached programmer.

The problem is that, because we were not programming it, the factory was at liberty to fit whatever flash they could get their hands on. This means that there's likely to be 4 or 5 different kinds of flash in the Receivers.

...and this is an issue as there are different page sizes (when you do a flash erase, you have to erase a whole page) dependent on manufacturer.

Flash I know that was fitted includes Intel (great, parameter blocks, etc as fitted to rio-car), Micron (not too bad, compatible ish command set, fewer (bigger) parameter pages) and SST (strange interface, huge pages). I suspect all are supported by 2.4's memory device drivers though.

If you trash a player, you can use LK4 and the debug port to bring it up from the CPU's internal bootrom.

I don't know any about the Windows DHCP server that the Rio Receiver comes with, but it is easy to set up a DHCP client to always get the same IP address based on its ethernet MAC address if you are using a Linux box as the DHCP server. This is just as good as having the same static ip address everytime.

The DHCP server that ships with the Receiver doesn't allow you to assigned fixed addresses, but the leases are long enough that a given Receiver will almost always be given the same IP address every time.
