The cheapo one that came with my $40 case doesn't kick out clean power and I'd like to replace it. Here are my "needs" in approximate order of importance:

1) Clean power
2) Cable Management (I've heard that some PS have cables are modular and can be removed if not needed?)
3) Quality
4) Quiet. I'm not looking for "silent" but I don't want anything overly loud.
5) At least 400 Watts.

All of the reviews I find talk about how mega powerful things are or how fancy the LEDs are on it... Do 16 year olds write all this stuff?

When I buy full-sized ATX power supplies (not very often letely), I have been using Silverstone Tech. They're very well built and are very quiet. These are the most important things to me.

As far as number 2 is concerned, check out Performance PC's. They have taken some existing power supplies, and modded them to make the cables modular. I'm sure they could do it on any power supply you want. And having all the cables sleeved is nice! I just did my own sleeving on a Antec TruePower 550, and it was a PITA! I'd pay them to do it in a heartbeat!

I've replaced two PSUs with PC Power and Cooling and have been quite happy.
