If he's not clever enough to go digging in the system settings, you could turn the volume down using the volume icon in the task bar, then hide the icon. (Hiding the icon is in the task bar settings.)
If he's clever enough to go digging in the system settings, then he's probably clever enough to disable any software you might install. In that case, your only solution is hardware modification: add a resistor either to the headphones or to the jack.
Reread this. Resistor on the headphone jack would work fine. That jack is connected to the main board via a header. So adding a resistor in parallel would be pretty easy.
Truly, I was hoping someone knew of a group policy setting that could be set as admin.
but what I meant was to remap the volume keys so that they duplicate the shift key function. He would lose the volume control function on that keyboard until it is remapped again. I've not used this program so I don't know for sure it would work like this but it seems likely.
