Yes, but you have to call ahead of time (sometimes the day or week before) and reserve a spot, then make sure you get there on time.

If you do the drive down the coast, off the steep cliffs just North of Hearst Castle, you can often see whales cresting right from your car. Have your passenger keep an eye out.
