Damn straight. I picked that up literally the day it was released. It's been a bit of an obsession since the first game. I found it to be quite easy to adapt to it after Mario Kart 64, and it didn't take me long to beat every cup in every class with a perfect score (I did say "obsession"). And yes, a couple of the All Cup Tours did take me more than one try.

But it hasn't lost it's appeal. I know several people who play it, and we all still like to play Versus or Battle. Lasting playability.
