They do (and before the Cingular AT&T merger, T-mobile had seperate agreements with both). The problem is that AT&T and Cingular started pushing 850Mhz GSM, a standard no official T-Mobile phone supports. So T-Mobile phones only roam onto the 1900Mhz AT&T/Cingular towers.

The agreements are handy for me, as when I go out east of the city, I roam (for free) onto AT&T.

Personally in this area, the AT&T GSM service seems horrid. Not specificially for coverage, but more service issues. Multiple calls to a friend have turned into rapid busy signals, or simply dropped. This happening when I call him from a land line.

It's also irritating that AT&T doesn't put in the persons name on caller ID. I simply get "Wireless caller". T-Mobile sends the name on the account as Last,First.
