Okay, so since the hardware and software should be the same, that leaves PC and CDROM (and enclosure) firmware differences and hardware defects.

Can you swap out the CD writers to see if the problem follows the computer or the drive? If it's the CDROM, then you've got a bad drive somehow. Try updating firmware, maybe, or RMA it. If it's the computer, then you could at least check to see if the BIOS is at the same revision. If it is, then chances are you've got some bad hardware. I can't think of what else could cause that. If it's a different BIOS revision, try updating it.
