A thought:
Could there be another driver, another device or something sharing the serial port?
Also, could there be some kind of issue with flow control - are you using the cable that came with it, or your own? As a test, you might want to use Hyperterm (or another terminal emulator) to try and send a large file to some temp space on the empeg.
Lastly, check your serial port configuration to see if you are forcing any settings in your Windows environment that is "different" from what your DOS shell is running. If I remember correctly, LogoEdit, the kernel upgrade utility and most terminal emulators all use the Windows drivers for the serial port. If you are using a DOS based utility, its configuration may be coming from the command window setup. Check to see if you have any strange settings for configuring the com port through your autoexec.bat, config.sys, win.ini, etc. Perhaps a DOS based terminal emulator might also show the problem...
