It looks like it's (more logically) missing a cable between the mains plug and the transformer. Though plugging a cable into the top of the transformer still makes for a very awkward (poor) design.

I'd return it if I were you. It'll probably cost as much as the whole enclosure to buy a replacement transformer/plug if the enclosures are priced as low as they are here.
