Yeah, could be the toilet valve. Almost certainly!

To test:

1. flush the toilet.
2. turn off the water valve for the toilet before it refills the tank.
3. listen for the sound.

Feel free to reverse steps 1,2 if you don't mind a bit of sewer gas or extra vent noise.
