Seems this change was not out of the kindness of AT&Ts heart (hah), but instead as a result of the FCC fining them $100,000,000 as a result of an FTC lawsuit. This after AT&T was already fined $105,000,000 over bill cramming last year. (Verizon, Sprint and T-Mobile were also hit with fines and forced into refunds over cramming too).
