Anyone know of a Windows based utility that can evaluate connection performance between a source IP and a target machine? What I am looking for is something that could pinpoint a part of the connection path that is causing slowdowns, etc.and give statistics/timings, and so forth. I am actually not wholly sure what I am looking for here, anyone got any ideas?
