If pathping doesn't do what you want, and you want to get to a lower level, Windows 2000 (yep, that again) has a built-in network monitor, called, surprisingly, network monitor.

It can be selected under 'Add/Remove' -> Windows Components -> Network Tools -> Network Monitor (from memory).

It allows inspection of each packet that the machine sees with filtering etc. It's not the best tool, but then it's free!

It's actually a cut-down version of the network monitor which comes with MS SMS.
