Thanks for the links guys. I'm playing with Nvu and it looks like something I can work with.

I found some pretty cool templates at the site Mark linked to. Now, my question is, once I download these templates, how exactly do I upload them into something like Nvu so that I have a starting off point? When you download the template, it basically just gives you the images the site uses and a CSS file. Is it assuming that I already know how to build the page and will know what to do with the files? I'm thinking this is the case.

If so, the templates are a good source for ideas but I'm still going to have trouble implementing those ideas.

ACTUALLY I think I got it. You just open the index.html file in Nvu and have at it.
