Unlike A4 paper (and the rest of the A?/B? series), US Letter paper does not maintain its aspect ratio when split in two. You will always get a greater top and bottom margin when attempting this printing trick. The fact that yours are ending up at exactly 1" is probably coincidental. Try reducing your left and right margins as well and see what happens.
