The 'normalize' package in Debian normalises RIFF (wav) files, so to use that you'd have to pipe your MP3s through a decoder and encoder, losing quality. normalize comes with a script, normalize-mp3, which does this.

I don't know of any that work directly on MP3 music, but it ought to be possible.
