MP3Trim will do this for you by adjusting the volume offset parameter within the MP3 frames, therefore doing it losslessly (no decode/encode passes).

BUT... Remember that almost all of your CDs were already normalized. If songs sound like they are at different volumes, normalization will not usually help.
