There are many different sizes of boxes, and each size has a rated fill count. This determines how many wires may enter a box, how many twist-on connectors can be used inside the box, and what kinds of devices can be inserted into the box.

Each of those things subtracts from the rated fill count, and when things look really tight in a box, odds are good that you've hit or exceeded the limit.
