I have this problem whenever I go to support my mom's computer. The "Safely remove..." icon never pops up for any drive that's plugged in. I've tried various thumb drives and card readers, and none of them work. I use Bitt's command to bring up the dialog instead. It's really annoying but it works.

So far I haven't read how to bring the icon back.
