As suggested, upgrade the SATA driver. Install either the Intel, AMD, or Via driver (depending upon the exact motherboard chipset).

If it still won't hot plug, then try that DealExtreme Sil board I linked for you earlier. It hotplugs fine for me here, but that's Linux not Windows.

With Windows, driver and compatibility issues can happen more often.
