Sure, there's a licensing fee for the connector, but plenty of products don't use the connector and don't necessarily use Apple's certification logos. Such as anything Bluetooth, WiFi, etc. Plus passive things like stands, cases, screen protectors, cleaning cloths, whatever.

And Apple don't currently charge a licensing fee based on the price of the product, and certainly not 30% of the price of the product.

That amount is simply untenable for anything but high volume sales without any other overhead.
